The Illinois Appellate Court has tossed mayoral frontrunner Rahm Emanuel off the ballot for mayor of Chicago today, reversing the decision of a lower court. An appellate panel ruled 2-1 that Emanuel did not meet the residency standard to run for mayor. Elizabeth Brackett has the latest.
