What part of "follow the rules don't the students understand?

After retiring from the Chicago Public School System, I worked as a sub at Noble St Charter High School about ten years ago. I was extremely impressed with the school management, curriculum and discipline. The students loved the place even though the discipline was strict. We had difficulty getting them to go home at night. The students and parents were well aware that the fines were to pay for teacher supervision of detentions. It was well accepted that all scarce existing funds should go for academic development. Precious funds should not go for disciplining students who did not following the rules. I loved the place too.
