Pat Quinn declares a state of emergency. Chicago officials react to the Boston Marathon bombings, tightening security at ballparks and airports here, and reassessing security plans for the Chicago Marathon. Cubs ownership finally gets a deal with the city to renovate rundown Wrigley Field, but the City Council still must give its stamp of approval. A computer glitch sparks confusion and delays for American Airlines passengers at O’Hare Airport. And in sports, the Bulls clinch the fifth seed in the playoffs and first-round matchup with the Brooklyn Nets.
