Chicago Tonight: The Week in Review: 2/7

On this edition of Chicago Tonight: The Week in Review with Eddie Arruza, the polar vortex rears its ugly head once again, sending Chicago into another deep freeze following a snowstorm. After little discussion or opposition, the City Council approves a plan to go almost $2 billion deeper in debt. Ald. Ed Burke (14th) puts his weight behind a proposal to phase out downtown horse-drawn carriage rides. State Treasurer Dan Rutherford blames fellow GOP gubernatorial candidate Bruce Rauner for the mysterious allegations being leveled at Rutherford. Gov. Pat  Quinn will deliver his state budget address at the end of March, five weeks later than previously planned. And in sports, the start of the Sochi Olympics is marred by unfinished hotel rooms, stray dogs wandering, and security concerns.
