State Budget Stalemate: Week Three

Despite the budget stalemate, social service agencies are still getting paid because the state is so far behind in cutting checks.

Meanwhile, Comptroller Leslie Munger will continue to pay state workers in full, based on an appellate court decision. 

And lawmakers gave themselves raises.
